Should I put the Live Rock directly on the glass and put Live Sand around it.. or put the sand bed down first and the the LR goes on top?

Directly on the glass is more stable. If you have anything that digs in the sand and the rock is resting on it, the tunnels can make it unstable.

Ok, thanks. I'll keep that in mind. Tank is ordered and should be here on tuesday or wednesday. Im going to start mixing saltwater monday.
I heard you should put the Live Sand in a pillow case and squish it in saltwater to 'rinse' it out.. is this true?

I wouldn't. Pillowcases are washed in chemicals and treated in chemicals in the manufacturing process. Who knows what you are introducing into your tank.
What kind of sand are you using?
I'd also start the water now. You want it to be circulating as long as possible before adding it.

NEVER wash live sand! The reson it is called LIVE sand is because its got good bacteria living in it and you are just washing it away, so its like your buying regular sand but for a dollar a pound or more. So if i were you i would never wash live sand.
