No sand? How come? What do you plan on keeping? Where will the good bacteria come from?

1-2 lbs per gallon, you can buy some as you go, add some base rock, it'll be cheaper and will became lr in time.
Are you using cc or going bare bottom?

I am going bare bottom. I am going to be moving the aquarium in a few months and maybe I will add sand then. I am trying to be as cost efficient as I can at this point.

I understand, plus not adding it now will be less of a pain to move. You can buy non-live sand and your lr will seed it, or get a cup of ls from somebody to seed the sand. Or buy some ls and some sand.
if you're going to be moving soon, why not just wait to set the tank up? be careful with the move.
