Yes live rock does seed its self It does take quit a while though. high calcium good current and adaquit lighting is important. If the tank is empty do not run the skimmer or any other filtration just use power heads and scrub a encrusted peice of rock in the water with a bruch to release the alge spores

What do you mean seed itself? It depends what is on it from the start. If there is no algae or other life on it other then bacteria from the start nothing will grow. If there is some on it or on rock next to it then it will spread.

this kind of depends on your deffinition of LR. when i think LR i think coralline algae and good bacteria. if you put rock that is notlive in with rock that is live the coralline algae will spread as will the beneficial bacteria. if you put in only rock that is not live it will eventually become "live" in the sense that it has the good bacteria on it, but it wont have the coralline algae and other things that can come on your LR.
