Mag 24 won't start?

I'm replacing a return pump with a Mag 24. Before installing it, I wanted to make sure it was working, and I wanted to hear how loud it is. So, I submersed it in my RO trash can, allowed the air to escape, and plugged it in. Nothing, except a very small hum. No water movement. Does this mean it's defective, or will they not work under such conditions? It would be nice to make sure it works before hooking it up. Thanks.

The impeller is jammed. Remove the screws around the impeller housing and pull the impeller out. Inspect it for damage, and if all is okay, gently scrub the impeller clean and the entire cavity then reassemble.
