Maroon Clown Sick pls help

Hi All,
I am worried about my maroon clownfish. I checked my tank parameters and everything seems fine. PH 8.2, temp 75 degrees, ammonia is at 0 as is whichever the next thing in the cylce is also at 0. The last thing (i always get nitrites and nitrates confused) is at .1ppm. All my other fish are behaving fine.
I would note that my fire shrimp died for no apparent reason a day after I bought him. He was not a deep red when I bought him so I think he was just not a healthy specimen.
Anyway, the clownfish is behaving somewhat lethargically and is swimming with his forehead touching the top of the water. I cant see any problems on his body in terms of strange marks or lesions. He doesnt seem to be eating, I tried flake food as well as mysis shrimp. Any idea whats going on? I plan on doing a water change soon but I dont know if that will solve the problem.
Any help would be great, thanks!

how long have your had him? Has he been eating before this?

I did some more reading about diseases in general and these are my notes on this situation, dont know if it helps:
Symptoms:
Strange Swimming Behavior (swims with forehead at surface)
Little/no Appetite
white stripe above eyes seems to be eroding in color
Possible Diagnosis:
HITH disease
Swim Bladder Infection
Clownfish disease
Plan of Action:
Get water tested
Partial Water Change
Clean/Change filters
Aquatic Vitamin A & C Supplements
Flagyl
Malachite Green
