turn them on at differant times you might be drawing to much current to get them to both fire at the same time

also wenever the ballast is on i always get shocked is this normal or what?
Well obviously getting shocked is not normal.
You've probably got an electrical fault that is both keeping the lights from working and shocking you.
Go into more detail about your shocking experience. (rotfl) What are you doing when you get shocked? What are you touching when it happened? Be sure to list everything you were touching.

i was touching the ballast at first then i found out the plug for the light shocked me to and obviously its only when its plugged in.

Okay so you touched the ballast enclosure and that shocked you? Is this correct?
You say also that the plug from the light shocked you... do you mean the connector on the ballast enclosure that leads to the light fixture? That shocked you? How? What were you doing at the time?

yes that is correct and the plug that you plug into a outlet. i plugged in the ballast and i was grabbing the plug to turn on the light and i touched one of the prongs on the plug and then i went to turn the switch on, on the ballast and touched the opposite side of the switch and it shocked me.

First of all ALWAYS use a GFCI when you are around water.
Second is this a polarized plug?
I'll explain, Is it a 3 prong plug or a 2 prong plug?
A polarized plug has 3 prongs and IF the outlet is wired correctly it can be inserted only one way.
If it is a 2 prong plug try turning the plug around. This is not a cure!
I suspect you might have a short in the ballast that controls the actinic bulbs.
This is dangerous and needs to be looked at.
Also some 2 wire plugs have one blade larger than the other, the smaller blade is the HOT the larger blade is the neutral.
You might just have a lose wirenut allowing a stray wire to touch the light case.
Please unplug the fixture before taking anything apart.
Some MH ballast are multi-tap meaning they can be wired for different voltages. ALL unused leads on this ballast must have tape or better yet, wirenuts on them
110 volts can be deadly
