MH ballast placement

I got my MHs today. There is not alot of room under my tank, is it okay to put the ballast in the basement and run an extension cord from the ballast to the lights?
Or would it be okay to place in on a self under the tank, but above a 10 gallon tank used for topoffs, it would be about 6 inches above the tank?

I have mine (two ballast) on both sides of my aquarium...I move them with I am working on the tank so ho h20 gets on them....
