Are both 400w bulbs not lighting up?
If that's the case it's likely not the ballast(s). Even if there is just one box that drives the lighting system, that box is going to contain two discrete ballasts wired to operate off one plug. It's highly unlikely that both ballasts have failed at the same time.
Again, if that's the case, I'd start with everything that is common to the two bulbs. Any connectors that involve both bulbs should be checked, fuses, power cables, etc.

i know its the ballast. i bought it used and it is rusted all over and the inside has two separate ballasts yes, but wires are broken and screws are rusted out and this and that, i really need a new one unless i rewire the entire inside and buy new switches for one side. Should i try to rewire or just get a new one?

You can probably go online and visually find a component M-58 ballast that will fit. All magnetic ballasts are pretty much the same size, so you can probably retrofit a new actuall ballast in there.
Or you can replace the whole thing. Most major aquatic and hydroponic sites carry them.

If you can find a ballast that looks to fit, it would probably be cheaper to just redo the thing.
However, if the chassis is a mess and/or you don't want to mess with electricity, you may want to just buy the whole thing.
I'd redo it, but only because I'm good at that type of thing and I have fun doing it. If the idea that you will be working with electricity and possibly having to modify it to make a not-quite-identical replacement ballast fit unnerves you, then I'd say just buy a new one.
