2x250 would work fine. 2x175 would be nearly as good. You could keep most corals with that. With the 250's, you could keep pretty much any coral, but the lower light ones would not do as well.
Go with the 20,000K and then you won't need any actinic lighting.
For inexpensive setups, try that big auction site that begins with an 'E'

Grog, what do you mean the lower light ones wouldn't do as well. Meaning the 2 - 250's would be too much for them? I have a 92 corner I'm about to get halides for and was going to go with 2 - 400's and 1 - 250W. Do you think that's overkill? It's 2 ft deep so I thought I should go pretty strong. I want to do mostly sps, clams and maybe even a carpet anemone, but I also would like to have the option for some lower light corals if I want.

Lower light corals in a high light system can be done. It's just placment. You will need to "shade" them alittle. IE: under rocks or other corals.

I do have plenty of shady areas but being 2 feet deep (and the lights 12 inches above the water) should they be fine on or near the bottom?

Check out Auqa Universe just google it. This site does not sale lights so I do not feel like I am doing anything wrong by telling you this. I got mine from them i only got 2 150 double ends and 4 65 pc atinics for my 75 and they do quite nicley. I have both softies and lps and a patch of SPS as well as a large christmass tree rock witch is all sps. So far so good. that site is the cheapest place I have found they warrenty them and they are great to deal with. Also they are made in the usa. I got mine on auction site but they have the same prices on thier web site.
