milky white "blisters"..... what the heck is this?

OK.. I need advise or answers- which ever.
I noticed a couple of days ago around 1 setof powerheads 3 or 4 white round spots. They basically looked like a water blister if you get a bad burn or blister from cheap shoes.
Now today, these things are in all different sizes some as big as a dime or tad bigger and others the size of the lead of a pencil. About 30 or 40 on each side of the tank from the powerheads down the side of the tank on the black part that covers the pipes. What is this?
A friend told me to rub on it and see if it was gritty or hard, but no... it is slick and slimy and comes off when I rub with a little pressure, but not like I had to scrub to get it off. It broke up into the water and looked like a milky substance.
My friend said it was probably encrusting algea...
WHAT IS IT and is it bad?

sounds like some kind of algae or fungus due to lack of flow on that area. . The PHs are creating flow and pushing it forward, but the area they are mounted doesnt get any flow. Its a good idea to put powerheads on each side of the tank FACING eachother to avoid something like this, it also creates a more random flow pattern.

that is exactly the way they are setup. 2 powerheads in each corner. I scrubbed alot of it off.. I will see what it looks like tomorrow.
