I have another question. If the electricity is off for more than an hour and I have to replace the filters, do I have to rinse the plate in the back or is it o.k.?

You should not rinse the back plates very often on the millenium series filters. That is where a lot of surface area is, and that is where much of the nitrifying bacteria live. If you must rinse these back plates cause of detritus buildup, I'd suggest doing so in some of your old tank water during a scheduled water change. Do not rinse in tap water or freshwater of any sorts.
Same with the carbon fiber pad cartridges too. A quick rinse in some old tank water will clear much of the wastes that build up on them as well.
