what would be the minimum amount of LR you would have for 3 starfish, 4 urchins, and less than a dozen crabs?

depends on other filtration, as well as tank size. Also if you will be adding fish. normal recommended amounts vary from 1-2 lbs per gallon if you are going with a light bioload, or fishless system you could get away with less, or add base rock in with the live rock.

IMO no matter what you plan on housing you want a minimum of one pound per gallon. with less you stand a higher chance of ammonia spiking from feeding or any animal die off. even with a super light bioload, or rather especially with a super light bioload, as with a super low bioload your biological bacteria will be minimized due to lower nutrient availability, making it easier for your tank to expirience swings from just about any sudden increase.

What kinds of stars? Some require large amounts of rock to graze off of.
