More questions about equipment on our new tank

We adopted a small (16 gallon) tank and need a little advice updating the equipment. The tank is an older eclipse unit and still has the built in filter which we want to toss. So the first question is would a canister filter be a good bet or shoud we set up a small sump? We werent sure how to go about building and plumbing a sump and didnt know what it would cost or even if it was overkill for such a small tank with only fish in it. Second is the old owner never had a protien skimmer, would this be a good investment? So far all we have done is add a 145gph powerhead and the previous owner swapped out the old lighting for a pc set up 10k/actinic which seems to be just fine for the fish. We wont be adding any corals or anything that needs special attention just a few fish and a clean up crew. We're really new to the whole marine thing so any advice or suggestions would be great. A simple Aqua Clear HOB filter should do the trick. U can even take out all the filter media and replace it with macro algae, then u would have urself a fuge.
