my clown fish is swimming at the top os the tank

I just set up my tank and im new to saltwater aquariums but i got a pair of clown fish and one of them keeps swiming at the top of the tank. the other clown swims all over the tank and eats most of the food. the clown that swims at the top of the tank still eats just not as much. it will swim low in the tank if it is following the other one but will shorty go back to the top

My first clownfish stayed at the top of the tank until I removed the damsel that was terrorizing it
