my lights wont turn on

... what can i do?
i can't tell if the water splashing up reached the electrical part and fried it. I guess i'm not worried about the light.. just are my fish and tank going to die?

Water splashing on the fixture is certainly not a good thing. Probably time for a new ballast, but if the fixture is all rusty then it's probably time for a new fixture. Does the fixture have a switch?...the switch could be bad also.

chances are is the water caused a short, the breaker or gfi outlet would have tripped....
is there any pumps or heaters on that circut that work?
MH or flourescent?
if its flourescent check the sockets and make sure theres good connection, if MH probubly the buld if the ballast hasn't been humming
if they are on a timer check that it is on "timer" mode and not "off" or plug them directly into the wall and try it then

Agree with all... more details needed!
To directly answer your second question... your fish will not die from lack of light... ambient room light will keep them happy. If you have corals or clams, they can survive a few days without light without too much problem, but I wouldn't exactly sit on my hands to get your lights fixed/replaced.
