My lights?

I just ordered a light setup for my tank and it came today. Well the problem is when I went to set it up only one side of the of the dual sided bule bulb will work. Its not the wiring I checked that. Is there anything I can do cause I dont want to go out and buy a new bulb its BRAND NEW. Heres a pic so you know what im talking about:

I tried turning the bulb around to check if it was the wiring and its not. That worked fine if you understand what im talking about. I emailed where i got it from and they siad that dual bulbs like this only light up fully on one side and the other side is really faint. Is this true or am I being played? Its a Current USA orbit 36" set up with the moon lights.

But there is a Dual 10,000k white in the setup already why would you want a 50/50. I thought with a 50/50 that one side was white and the other blue. On this bulb only one side lights up. Also it doesnt say anythig on the bulb or box that it is a 50/50 so im kinda stumped.

I found this info on a website about it. Still doesnt say anything about being 50/50.
Current USA Orbit Compact Fluorescent Aquarium Lighting Fixtures Include:
Dual Daylight (10,000K & 6,700K) and Dual Actinic (460nm & 420nm) Compact Fluorescent bulbs (number of lunar lights depends on fixture--see listings below for info on number of lights in each unit)

In a 50/50 set up they should both light up...one white, the other blue. I had a problem with one set of pins being loose and them not sliding all the way into the socket. Only one side would light. I returned the bulb and it works fine now.

Thank you for your e mail. That is how the bulb is supposed to look. There should have been a sticked on the wrapping of the light. These are "Dual" Actinics. They are different spectrums, one of which, is very faint to the human eye.

I have this exact light (for right now anyway), and when just the Actinic are on the one bulb will look blue, the other one will have a faint purple looking color. Hope that helps. :)

Thanks so much thats exactly what mine looks like. I was gitting pissed over nothing...
What are the specs of your tank? 36"-18"-12"? I think you might have the same tank as me. Anyway thanks for the info!
