My pods are building an igloo?

Seriously.. I have several cocoon looking things on some of my LR. Here is one in my refugium that is on a piece of filter medium. There's actually 2, a smaller one to the left of the larger one. If I look close, I can see some tiny pods on it, is it something they made?
Any idea?
