My True Perc looks pasty

I have had a true perc for 2 weeks and when I bought it it had no dorsal fin and had a big white abrasion near where the dorsal fin used to be. I have noticed lately that it has white spots, but I do not think it is ick. It looks like its sheding. They look like white bruises and they are only in certain spots.
It acts fine and feeds normal. It usually stays near the bottom in one corner and at night it swims with its buddy I bought when I got it(another true perc).
Any ideas, water paremeters are good, just a lil high nitrates. Any ideas

Thanks anthem, but I do not understand what you are saying. Im sorry but could you use more detail and I do not have a quarentine tank ( I know I'm stupid)
