Mysterious Colt Coral

I was given probably the smallest piece of colt coral ever from a friend. I put it on a rock where i would hope that it would eventually grow but this thing is always in a different place every time i come back to look at the tank. I dont know if it's too light and it's getting blown around, if my emerald grabs are moving it, or what the hell the deal is...
Questions:
- how do i know if this piece of coral is dead? isn't it supposed to set itself into a spot like an aneomone?
- is it better to place it in the sand or on a rock?

Lots of things we need to know about your tank before we can be of much help...

First...How big is your tank?
Second...What kind of lights do you have?
Third...How much flow do you have?
Fourth...What are the tank inhabitants?
Fifth...What are your parameters?

sorry didnt realize i should include all that... Here it goes:
- 24g nano tank
- regular lighting (not metal halides)
- flow - 2 nano fans on each side of the tank
- 2 emerald crabs, flame angel, blue hippo tang, clown fish, bubble tip anemone, glider goby (i know half the stuff will get too big and have to be given away - I'm not a fish abuser)

ok...for starters...you may get flamed for the stock list of your tank...but i am going to answer the question at hand and not freak out as others may do...however you should know that 3 of your 4 fish may not live very long...
is the colt coral attached to anything?
if it is not attached to anything then you need to attach it to something...you can get some super glue gel and attach it to a small rock in your tank...it you dont want to use super glue then you can put it in a low folw area of your tank and wait for it to attach itself to a rock(1-3 days depending on parameters and health of coral).
Also...What are you tank parameters?

I'm sorry but i don't know what you're asking with tank parameters... obviously I'm kinda new to this. The coral definitely never attached itself to anything, maybe i have it in too high of a flow area.

sorry...your tank parameters are nitrates, nitrites, ammonia, alk, clacium, and specific gravity...you should have test kits to test all of these levels...

oooo my levels are all good... calcium is 450
assuming that all your levels are in proper order then i am drawing the conclusion that it is just stressed from the move and not being attached to anything...make sure that you attach it to a rock and put it in low flow for a few days and it should be fine...
