Mystery disease

I have a quarantine tank that contains some type of disease which is killing the fish in it. The water parameters check good. Temperature is 78. The last 3 fish I have put into this tank have died. Symptoms violent scratching against rocks,gasping at the surface of water. Lack of interest in food. I can see no parasites on the body at all. I have had fish with ick before and successfully cured them. This is not ick kills very quick.
I have tried lowering the salinity to 1.10 on one occasion but this is with a swing armed hydrometer, a refractometer is on the way. Any suggestions on what this is and how to get it out of my quarantine tank?

Thanks for the info. I do not have the best lighting in the tank because it is a quarantine. The one fish I thought was dead is still alive this morning and is not scratching. The tank has a Penquin 300 power filter,prism skimmer,and a powerhead with a sponge for water movement. The only other thing that I was thinking was that I used tap water with prime water conditioner on a water change because I was using the RO unit for a change on the main tank.
