Well, sounds like an electrical problem of some kind. A few more likely possibilities:
The contacts in the base aren't making contact correctly with your bulb. Check to make sure it's all clean and looks like the bulb socket of your blue light.
The wiring could be shorted out.
Your ballast could be fried or the connections not working.
Try doing some trouble shooting. Fiddle with the connections and do a visual comparison to the parts of the blue bulb. You'll probably want to do that with the power off.
In any case, you really shouldn't have to replace the canopy. Do you have an electrician friend that can help you out? All the parts that could be broken are easily available, at least within the hobby if not common electrical.
