nano lighting

i have a 5gallon tank that has this light bulb http://www.bulbman.com/browseproducts/F8T5CW.html is this enough for live rock an some coral type stuff?

well its a 12'' double sided bulb, where can i find a better bulb?

Anyone. I plan on setting up this tank soon. and at my LFS they sell these really bright clown fish for 15.99 each, is that a rip off?
