oxygenate? do you mean buy letting it have air to it so as to blow bubbles?
most people dont like it.. it does not add air to water.. what it does do with bubbles is add circulation as the bubble rises it moves water up also..
just aim PH as so it may add ripples across the water top and this will add more oxgyen to water more then the bubbles would and its a lot better to look at

NO! you dont want bubbles in your tank. Unless you are mixing a batch of saltwater, i would stray from shooting bubbles across your tank. It doesnt look that good and clouds your water. not to mention the extra evaporation and salt creep it will cause.
