I had a simliar problem with my other tank i just didnt take care of it. Thank you for your time..

my guess is that, when you transfer your stuff over. your also moving algea over. so once the dust settles, the heavy sand settle first on the bottom, then your algea lays on top of it.

Your disturbing the sand, therefore you are stirring the nutrients up, your turning lights on a photosynethetic algea, and bang, growth. You may have to reduce the photo period for a while.
Are you also adding new lights?

Adding lights will make algea grow and take hold, you can reduce the lighting and gradually increase it over a few weeks.
Check your ammonia, nitrite, nitrates and phosphates.
Did you smell any sulfer like oders when transfering the sand bed?
Get back to me on those test scores.
