NEED Help with rescued Niger Trigger Fish

Hi everyone! I ask to please have patience if I am lacking in my Saltwater Knowledge and if I am totally clueless. I got a Niger Triggerfish from one of the major pet stores about 4 days ago. My tank is a 20gal and I know this is in noway big enough for him. However my choice was to leave him and there knowing that more than likely he would die or to give all of my Ghost Cats to my friend and turn the tank from Brackish to full Salt and put Herman Munster (Trigger) in a new home. I got him and he was pale and was not swimming around a lot and was always hidden. I set the tank up over night let two filters run added Instant Ocean after I did about 60% water change. The PH level has been between 8.1-8.3 this is check 2x's per day and the Salinity is 1.020-1.023 so I know this is where they need to be. The tank has had the live bacteria sand in it from the time I bought the tanks over a year ago I have added new sand when the tank was given and full cleaning. I never had one of my Glass Cats but I am new to saltwater and Herman. His color has come back and he has been getting more social with me and not so skittish. I accumulated him to the water slowly and added a little water into his water every 15-20 it took about 45-50 min for me to net him out of the container and into the tank. I gave him a frozen feeder fish and he pigged out and has been eating from my little feeding stick. His color is outstanding and he started grunting at me about an hour ago so he seems to be getting settled. I have a bigger tank but I built a rock wall into it and I need to remove that and clean it over and over before I can start filtering the water and doing a new set up. I am sorry if this is long winded and annoying but he has gotten better it seems and I don't want him to get sick. He has live rock and some coral that I had w/the Catfish also I have fossilized Dino. Poo (yes its real and a billion years old) and a fossilized leg bone from a small Dino and couple other little fossils rocks, 2 live aqua ferns, and a fake broken (made that way) Egyptian Vase that he has made his bed at night and 2 fake logs that I made into a little bridge he can swim under/over. He is eating Krill, Silver Fish (I think is their name sorry) and flakes. I want to do a 10% water change in a day or so and vacuum the sand b/c the tank is to small and he eats a lot and well you know the rest. I don't know how much salt to add with a 10% water change and water clarifier. Guess i am asking for any tips and advise. Thanks sorry this was so long.
