Need Help with Some Equipment

I have the new turbo berlin skimmer and it was making alot of foam and bubbles but currently seems to be no more foam and a lot less bubbles What's worung?
Also i have an emperor 400 hang on filter do need this if i want to maintain a reef tank

Skimmers are not really needed. Some will dispute this, but I would do research and make your own decision of what you want to do. Personally I do not use a skimmer, but I also use a UGF and people frown upon that, but my tank is thriving. I also take advice from some very knowledgeable local people here in Michigan and they have never used a skimmer in 20 years and they have UGF's in 40,000 + gallons of aquariums and they are also known as one of the largest coral facilities in the world. Pick up the latest edition of FAMA to read about them.
