That will be tough with customs from any country. Are there any fish stores in Kuwait? If not, check into how hard/easy it would be to get permits to collect your own. The Persian Gulf is home to many of the same species as The Red Sea, and The Red Sea contains some of the nicest species in the world (imo).
I wrote this because I noticed you like diving.
