need some advice

guys i mostly dont post my personal stuff in the aquarium but i need some serious advice and i am not getting it from my other forums.
what do you make of this? what should i do?
(taken from my other forum, cleaned up a little)
2 nights ago i start mowing the lawn and i get to the back yard and there is a 4' high 10' long COMPOST heap of palm fronds piled perfectly parallel to the property line , JUST on my side of the property. there is also the random 3-4 fronds next to the tree that seems to be close to the line but on my side. This jerk has 2 other tree clusters on his backyard alone, and i have no other palm except on the other corner of my property. this jerk has been piling up his fallen palm fronds on my property for months and months, before i even moved in in december. but this time this pile was way too big and way too obvious. i kicked the heap all over back onto his property and there was nothing but a mud hole where the pile used to be. so i continue to mow my lawn. I even take maybe 1/3 of the fronds to the front for the garbage pick up JUST because some of them may have come from the tree on my lawn but thats it.
this morning i look outside and the pile is thrown back onto my yard. i have had enough and am going to go over there when i get home and give him a piece of my mind.
he has been piling his fronds up on my lawn for months because he is too lazy to bring his up to the front for pick up, he has thrown trash onto my yard, his family drives across my front yard to park perpendicular on their driveway, they have stolen my internet for months. NOT TO MENTION the once a month saturday morning SPOUSAL ABUSE WAKE UP CALL right outside my window. any ideas?

1) make sure you stay calm
2) don't make any accusations you cannot back up (pics, etc)
3) politely give him your concerns, but be firm that if he doesn't stop you will contact the local authorities to get him to stop.
4) unless you can prove stolen internet, wouldn't bring that up. thats why you're supposed to password protect your router.
5) some states require the spouse to report the abuse, so check to see if you can report that. but remember, if the spouse doesn't back it there's nothing you can do.

you can confront him, but don't attack him verbally. i know how you can get in an arguement. lol.
ask him, what's the deal?
or, since you're just renting, forget the pile even exists. and just keep throwing it back on his lawn.

Don’t now about your side of the state but im sure you can contact a code enforcement officer to come take a look

yea at this point i am really just concerned about this yard thing. and i want to take it diplomatically without being verbally aggressive....
as for the internet, it was a PC that had his name on it, but i have changed that situation and he cant get on it now.

in all seriousness. when you talk to him, start with the "WE seem to have a problem. can we try to figure out what's going on?"
just remember, there are lots of nut jobs in this state, and he might just pull a gun on you. just look at his minivan. it's always loaded to the hilt with empty soda cans.
you should also call your landlord and make him aware of the situation
you also might want to think about having a friend with you just incase. leon would be a good scare tactic

well, since it's a rental situation, i seriously would have your landlord speak to him. or at least let your landlord know what is going on and find out how s/he wants to handle it.

i got a gun too.
one problem is the one tree that is on my property, probably drops a frond or 2 on his lawn, and i believe i am responsible for those? idk

i told the landlord they are gonna talk to him, apparently they have a history already.
im staying out of it.

technically, even if a branch fell on his property you are not responsible for it.

that's how it is in CT.
if a branch falls across the border, and does not fall on my property, i could get in trouble for taking it off their property. AND if it falls on their property and does damage, it is their fault for not preventing it by cutting the branch down, even though it is my tree. i could not stop a neighbor from TOTALLY debranching a line of bushes i have.
