Need some suggestions

Hello all......Good day!
I want to do some refuge work today in my tank. I have had some battle with higher
No3's say like 60-80ppm and can't put a finger on why they consistantly are high. I do a 40% water change onece a month.
Info on my tank:

200-250lbs of LR
Power compacts...MH were $$$
Softies...one encrusting hard coral (don't know what it is)
light sand bed...less than one inch...just a dusting for looks
40 Gal breeder Sump.....filled to the top with LR.
2 300W heaters
3" sand bed
Some macro alge in the sump...not much room 4 ot to grow
1700GPM pump
MTC Skimmer doubble air stone (5ft tall...overkill...but I purchased it for a good price)
strip light over sump
CPR 24" hang on the back refuge
3" refuge sand/mud
8 mangrove
Various macro's
Musscle....yeah a hitch hiker from one coral I bought
OK....here is my take...is it possible that my sump does not have enough water movement? Can I have to much LR in my sump. My problem is a unique one....all of my buds that had (key word) had reef tanks gave me their LR and goods when they decided to break down their tank. I have accumulated the better part of 200-300lbs of LR. Lets just say I have half of a 110 filled with LR and a 40Gal sump packed with LR.
What can I do to make my water more stable? Remove more rock in my sump....I would like to have more macro's growing in my sump...but the volume of rock prohibits this.
Any thoughts?????

My first thought is to do a series of water changes now to get them down, and then continue to do smaller, more frequent water changes for maintenance. Instead of 40% monthly, do 20% bi-weekly and that should help.
