1 inch of fish per 5 gallons of water. So, roughly 6 inches of fish (basically 3 small fish). You can go over that limit, say 1 inch for every 3 gallons of water, but the more fish you add, the harder it will be to keep the tank healthy. Also, you need to consider the fish's adult size, not the size it is when you buy it.

A couple of clownfish ought to do nicely in the tank with a goby or something like that. Good luck!
