Technically you are suppose to quarantine every and all fish you introduce into your tank, But ti be honest I floated the bag with mine and added water slowly to the bag, then dumped it in, BUT the water from where i got my NEON from and the water I do water changes are one in the same and from the same system, P.S. my neon is doing great for 1/1/2 years now.

I say absolutely quarantine the neon. You bought it to help clean fish of possible ick right? Well, I bought one to do the same and it got ick! That was lesson # 217 LOL.
I quarantine everything, even live rock. Found a baby mantis shrimp in a piece of live rock once.
