new 29g tank. what do i start with?

i have a new 29g tank. how do i start my tank?
Do i add the live sand then water and salt to get the salinity level to where it needs to be?
Also what fish would i start off w/ after i get my live rock and levels all set?
Im pretty sure only 3 fish max correct?

Your best bet to start, is read everything you can get your hands on. The threads at the top of the new hobbies, the 101 tips, The cycling thread in archives.
You sound like you are on the right tract.
Sand, saltwater, rock, equipment, cycle.
for sand, you can use dry or live - rock is the same. Dry base rock with a few good piece of live will get you going.
you will need test kits also so you can keep tract of your water readings.
what type of filtration are you going to use?? What power heads???
A good refractometer is also a good thing to have. is is
I would not even worry about fish for at while. It takes several weeks to fully cycle a tank. Patients is key here.

For fish, What do you like??
Clowns
gobies
Blennys
Cardinal fish
royal gramma
Things that stay fairly small would work best
Pair of clowns, firefish goby, bi-color or tail spot blenny or
Pair of Bangii, small fairy wrasss, Pair of clown gobies or
pair of black clowns, midas blenny, greenbanded goby pair
the combos are endless as long as you keep to smaller fish
