I bought a new anemone the other day and seems to be doing good, I'am wondering if it should be outstretched to the center of my tank all day?

Yea the specific type is necessary to give proper advise. Also what type of lighting you have and how many watts, along with tank size. If its a BTA then yes it is common for them to hide under LR and stretch wayyy out to reach the available light, providing the source is right for them.

So how do you feed it if it hides under the rock? Reason I ask is because my anemone is doing this. It's not under a rock but it's positioned in such a way that it's very hard for me to reach and feed it. During the day it stretches out in the light, but the mouth is still hard for me to get to.

You dont feed the anem when its closed. You feed it when its strethed out and inflated, its easier and thats when it is most alert. Feeding the animal you do not have to place the food in its mouth let the food touch its tenticles it will stick to them and the anemone will pull it into its own mouth.
