I've never had a neon dottyback, but I've heard that the regular dottybacks are territorial. Is your yellow-tail damsel being a bully too? They're usually territorial too unless the other fish are larger.
My advice if it doesn't stop is to try rearranging your live rock, preferably not the bottom ones that are nestled in the substrate, though- that could cause injury or death to your fish if it falls or sinks onto it if the fish digs or moves sand to establish itself. Moving the rock causes fish to reestablish their own territory, thus taking the heat off other fish for awhile.

You are overstocking the tank with too many fish, and they are fighting for space. Moving the décor around may help some, but the fish are feeling cramped which always ends badly. Get rid of the damsel (just because they are evil fish to start with)
IMO The Chromis are too docile to belong with any of those fish and then double that thought in cramped quarters....29g is a very small SW tank. The coral beauty is pretty active, the clown fish and the Dottyback ... those 3 should be all the fish you keep in there.

w the exception of the coral beauty your tank is big enough for your fish. However you have some fish that can b nasty. Damsel, clown, dotty. Chromis arnt as nice as people think. There know to whack each other. They school in the wild for safety. In your tank there is no danger so there aggression comes out. Generally its only aimed at other chromis tho. Unlike a damsel per say that will take on fish twice there size. If you can just a 55 gal tank. Its a great starter sw tank size and would help readjust territory's. And its plenty of room for your current stock

Chromis do pick on each other, one by one they beat up a fellow of their own kind...but they are docile enough for a seahorse tank...I have one in mine. I had 4, but now only one remains, he doesn't bother the seahorses at all, he must be afraid of them, because he makes sure to stay away from them..
