New Dogface

I got a little dogface puffer two days ago. He is only about 2 inch long. He is in my tank with a dwarf zebra lion (yes I know that sometimes the puffer can pick at their fins, but that is why I got a small puffer.) The two have been living perfectly fine together so far. The puffer ate for the first time yestarday and he is going around blowing sand around. I'll try to post pics later.

No pic yet, but he eats out of my hand lol. I have a question, he gets little white stuff on him and his fins, but when he goes in the blower they seem to come off (I think). They seem to come and go in volume, I don't think it is ICH though it looks like it. He likes going around blowing sand into his face and I think that my fine sand is sticking to him a bit. He isn't rubbing against anything. Is there a way to tell for sure?

I have a dogface and im pretty sure they blow in the sand to try to scare up food. Thats what mine does atleast.
