New fish and freshwater dips

I have used saltwater hospital tanks in the past, however, I would like to avoid the extra expense. Can someone give me some insight on dips. Currently, I use 9 parts fresh to 1 part salt. Some additives to the dips that I've heard of but not used are DIPEX and Formalin. Not sure if formalin can be added to a bag for a dip. Thanks in advance.

should you always keep the qt at 1.009 for new fish

You should ALWAYS keep the tank at normal specific gravity/salinity levels, not at lower or hiher levels. The purpose of QT is to observe fish the health and the possibility of disease, not to treat them before they even have a disease.
Don't medicate the QT or maintain it at hyposaline levels. Use medications and hyposalinity to treat specific identifable diseases.
