new fish fighting back.

last night i finally got my tomini tang out of QT and into my DT. i knew my dotty back wouldn't be to happy of a new fish and he went right into attacking the tomini even with the tomini being twice the dotty back's size. i dropped in some food and the dotty backed off the tank then lights out for the night. figured that would calm things down giving them time to relax. well i came home from work today to find my tomini ok with just a few rips in her fins but the dotty back now has pop eye aside from some scuffs on his left side.
my dotty back is now in hiding only popping out then rushing back in as the tomini swims by. i want to treat the dotty back but i can't get him out and worried about stressing him out more. can i treat him in the DT so that the tomini is treated as well? out side garlic added to the food what else can i use in the DT that wont effect the rest of the aquarium life? and the big question will my dotty be ok? his left eye isn't really swollen bad but you can see a haze to it and it is larger then the right now.
my water quality is reading good out side my PH being a bit low. 7.8 - 8.0 ( working on getting it up ).
on a side note the tomini has not bothered any of the other tank mates. he seems to be settling down and just checking the place out. as well as dashing into the rocks when some one walks by. he is even leaving the dotty back alone even after that first night or terror.

It sounds like they are in too small of a tank. How big is the tank?
What are the exact water parameters?
The pop eye probably came from eye trauma from the Tomini Tang's aggression towards the dottyback.
Watch it for a week... it should go away.
If it doesn't go away, I know that a guy on another forum treated his Angelfish using 1 table spoon to 5 gallons of Epsom salt in his display tank, with no significant side effects. I don't know if you have coral in your tank or not, but do not do the treatment in the DT if you do, because Epsom salts will affect your calcium and magnesium levels. After all, Epsom salt is Magnesium sulfate. If you do decide to use Epsom Salt, get it in the purest form possible. Make sure that there are no added dyes or fragrances.

the tank is a 110g. i have over 100lbs of live rock and 3in sand bed( well it goes from 0 - 4in due to a diamond goby).
PH-8.0
ammonia-0
nitrate-0-5.0
nitrite-0
the tomini never went after the dotty back. it only acked in defence. i read that they can be aggresive and its best to add them last

What other fish are in the tank?
I think that in the tangs act of defense, he somehow managed to scratch the dottybacks eye... thus causing the pop eye...

LOL, pop eye is a disease. What happened was the tang was defending himself and scratched that other fishes eye and how it's all swollen and bad looking etc. Garlic will boost the fishes immune system, which will be good, but isn't a medication. Just keep an eye "no pun intended" on the little guy and make sure it heals well. As long as you feed quality foods, the fish have settled down and not attacking each other any more, and you maintain excellent water parameters - it should heal up nicely.
Getting him out of the tank and into a QT and medicating him could stress him out more than necessary - and cause him to die. Whereas if you leave him alone to let him heal - (as long as he is eating and breathing) - he should be fine.
