I have a fishless tank at the moment and am considering adding a pair of maroon clowns. I am not really crazy about getting a BTA but if they need it I can. Do they really need the BTA??

No clowns *need* an anemone. They can be perfectly happy living without one. Some clowns may not even take to a new anemone. Many will sometimes even adopt a coral or a flower pot as a substitute, but even if they don't and are completely without a "host", they will be perfectly fine.
