new fowlr tank

I am going to set up a new 42 gal bow tank with new sand and filters from my current 62 gal tank. i will tak live rock and base rock out of the 62 to add to the 42 gal tank. can i expect a short cycle since i am really just moving the filters? but adding new water or no cycle or wait for a complete cycle? will it even cycle without fish or should i waait to add the filters until i add fish? the 62 has been set up for 8 yearsand i am going to a sump. do i need time for a new sump to cycle?

It should be short, but I'd still wait 3 weeks or so before adding any fish. You can put the filters on right away. Don't cycle with fish. Use a piece of dead shrimp from the grocery store to kick start your cycle.
