New Tanks

Hi everyone, I will be settin gup two saltwater aquariums over the next few months and had a question about lighting and a filter system. The first tank I am going to set up is a 29gl. So far from what I have read here as well as the books I have read this is what I have figured out:
Sand - 64 lbs, Would like to know what you guys think of CaribSea Arag Alive IndoPacific Black. I was also thinking of doing a 50/50 mix with Southdown if I can find some in the numerous local HD's around here.
Rock - from my calculations I need 37lbs. of live rock for this tank, I am thinking of doing 30 base rock and probably 20 Fiji which should give me more then enough if my calculations are correct.
Filter - O.K. first dilemma of the evening, since I am putting live rock, I will probably eventually be putting some corals as time goes on and the tank is established, so I can be safe to say this is going to be a partial reef with fish. From what I have read on here in a reef tank as long as you have enough biological "filtration" , proper water movement, a clean up crew, and a protein skimmer, regular mechanical filtration should not be needed. Am I correct in assuming this?
Lighting - I would like to build my own canopy, yes I am actually handy with power tools...LOL and right now debating on VHO and Actinic or MH. Since I'm not putting high light corals, and definitely not touchng an anemone after reading everything on this board, what is the best lighting situation I can do here without going MH? Just not ready for that type of lighting on this smaller tank.
If you guys can think of anything else I haven't thought of please let me know, it's late and I am holding my eyes open with toothpicks.

you are correct about the filtration,and the numbers you have used are fairly good ones, there is no set numbers, for lbs and such, but yours are definitely good places to start at.
as for the lighting, IMO, vho would be fine for a 29, and actinic is not and/or choice in this case, actinic is a color not a type. YOu do want actinic and daylight, the type is up to you and vho's would be a good choice for you.
Just remember to take it slow and cycle your tank fully before continuing.
