Nitrate Detoxifier?

Ok, I was curious, so I tried this stuff the said it was for conditioning tap water, as in removing chlorine and stuff. Interetsingly, the bottle also boasted that it could be used to drop nitrite and nitrate level in an established aquarium. Curious, I dosed my tank, and poof, test kits show no nitrate. Now, I know that the nitrate is still in there, but I guess in a different form. How does this stuff affect water changes? Can it be used to prolong he distance between them, or are there other factors at work that require changes to be just as frequent even if the nirate levels are being controlled with the chemical? Maybe more to the point, should I use this at all? Is it safe?
