I was just wondering what is the normal spike on ammonia and nitrates when cycling a tank?What should they peek at before coming down?

there is no normal and you may IMO not see your nitrates come down in the early stages of your tank

Welcome to the forum.
There are no 'accepted' peak levels. What you would like to see is that ammonia level goes up, then as it comes down the nitrites rise, as the nitrites decline the nitrates rise. Ultimately, yo would like to see the ammonia and nitrites go to zero as the nitrates peak. A water change, followed by the addition of a clean up crew should foolow.

How long does that usely take?Ive had my tank cycleing about 2.5 weeks.The ammonia is higher tonight than 4 days ago.Will it start down soon?And do nitrats have to be zero to put fish in?

it will come down just as soon as it starts to come down and no your nitrates do not have to be zero to add fish
