Nitrate Level to HIGH? WHY?

I just did a change in my tank and for some reason my nitrate levels didn't drop at all?
My tank is a 26 gal and i did a 4 gal change. It was the first time i've done a water change and i know that 4 gals isn't alot but i thought it would help a little.
PH - 8.3
A - 0
Nitrite - 0
Nitrate - around 40
Why is that?
What can i do to help that come down? Keep in mind that my water changing limit is at 4 gals for now.

Whatever percentage of water you change that's the percentage of nitrates you take out.You would have to change 50% of the water just to cut nitrates in half.I read this somewhere(most likely here) and it makes sense to me.Not to mention the possibility of nitrate in your water source. Unless it's RO water.Hope this helps.

Hey Roadrunner when you did the water change, did you stir the sand bed up alot? A month ago I had my nitrate at 90 and was freakin out. The guy at the LFS told me to do a 15 gallon water change to my 38. I did that, but in turn stirred up by sand bed and the nitrates went through the roof. I did another 15 gallon change and they came down. After that incident, I learned not to stir the sand up......
