Added livestock and nitrates have shot up and I want to do a 10% water change but just made salt mix - question - how long before I can use mix? Have airstones and circulating pump running in it.

There is no need to rush a water change due to nitrates. I ussually let my water circulate over night to get it to the same temperature and replace oxygen. Befor adding it I always re-check the SG.
Having the nitrates rise after new additions is normal and low to moderate levels are not toxic to your tank. Keeping them as low as possible will help you maintain a healthier more pristine tank, hence the water changes.

I like to mix/heat/airate my water 3-5 days before a water change. I think it could be used sooner in an emergency(or if using RO/DI), but I use tap water for my changes. I like to let it age well before adding to the tank.
