Is your problem nitrites? Or nitrates?

i am fairly new but a partital water change fixes it temparaly if u are a cycle and it geting to high

That would be the case with either nitrites or nitrates. Nitrites are deadly to fish, nitrates are a significantly less toxic organic byproduct then nitrites. You usually see nitrites when first establishing a new aquarium. It is a normal part of the nitrogen cycle and "curing" your tank.
Look on your test kit and see what you are testing for.
