No LS or LR in QT tank?

I've heard and read not to put LR or LS on a QT tank as that can harbor any disease or parasites that may be introduced via the QT. I can understand that thought. But without something "living" in the tank how would I cycle the tank and keep the bio system going? Where would all the beneficial bacteria live and originate?
I am asking as I am getting a new display tank and planned to convert my present tank into the QT. My former QT will become the HT (only 10 gal).

I have 1 piece of LR in mine w/about a handful of crushed coral on the bottom I took from my exisiting tank for the bacteria. Your bacteria should live in the filter & any live rock if you decide to add a piece or 2. I would go w/20 gal instead of 10. Just my opinion.

Thanks. Actually my QT will end up a 55 gal. I turned the 10 into the HT out of need and was looking to get a QT. I ran into a great deal on a 72 bow front so I will be making that my new display and the 55 will by default be the new QT. Big for a QT but why waste a nice tank.
This is good timing as I ws going to move from the CC base in the 55 anyway so I will be basically setting up a new system in the 72 with LS etc.

55 should make an awesome QT tank. Alot of work, but the fish should feel real comfortable!
