Noisy Weir

i have a overflow wier (with 2 pipes 1 for emergency) set up to my sump. im really new with this tank
its been going for 2 weeks now, but today the overflow is VERY noisy, it sounds like a churning noise when something needs water. the water level is just below the lower pipe (that goes to the sump) its going down a LOT faster then usual too.
when i block off that pipe to fill it up a bit and then unblock it it goes down the emergency and normal pipe extremely fast (the loud noise has stopped through this) then the water level eventually goes back to under the pipe and the noise is back
i think its supposed to go just over the pipe? i hope that makes sence, but what do you think caused this, or what could i do??

it has a 5500 lph pump

Pics of the setup would work. Video would be better.
Without some sort of visual aid, I'm at a loss.
Usually I would tell you to look into Durso standpipes or Maggie mufflers, but I have no clue what you are talking about right now. lol
I have my external overflow quieted by a small 1/4" tube that goes into the pipe just below the water line that sucks in air through the tube. Quiets it down quite a bit. I'll see if I can get a video of it tomorrow.

haha sorry im very new to this kinda of tank and its my first sump so i prob wrote it wrong ill get some pics and try explain

the red tap should fully be facing up/down but its tilted at the moment so the water is higher.
when the red tap is up/down the water drops to a cm below the pipe 'a' and its REALLY noisy. when i turn the red tap off the water rises and for a while it isnt noisy but it keeps dropping below pipe 'a'
but anyway its not noisy now so i guess ill just ask is it ok to keep the water that high in there? i cant feel any water coming out of pipe 'b' so i dont think its high enough for it now.
i hope my explaining is better. .haha
