Not enough shrimp are hatching! My mandarin is getting hungry!

hi everyone,
I recently got a mandarin fish, he is a little skinny and is eating some frozen brine but not enough to make me feel comfortable he isn't starving. I am trying to hatch decapsulated brine shrimp eggs but I can't seem to find anything to hold them in...the package said to keep them in an in tank hatchery, I can't find any in stores. I have made many contraptions to try and keep them in suspension so they will hatch but it seems most don't hatch. Also I use a pipette to deliver the newly hatched shrimps right to my mandarin but I cant tell if he is eating them...I was wondering if it would work to put the fish into a small plastic 1/2 gal tank to feed so the food concentration would be high, or would the fish just be scared and not eat a thing? Any input on hatching the shrimps and feeding my mandarin in general would be greatly appreciated.

I would not move ths fish into a different tank to feed. I am not sure if mandrins will do all that well on baby brine. They normally eat copeods. DO you have any live rock? If so, how much? And what size is your tank. If you do not have a sizeable tank with a healthy copepod population, you should not have purchased a manderin because it will likely starve to death.
