A Berlin politician has come under fire for suggesting that poor people should be encouraged to catch rats by offering them €1 per dead rodent. The intriguing idea entails some gnawing practical problems and has been called "inhuman and cynical".

Just as long as it's not the ole bait & switch by the government, trying to lure the unsuspecting in. Hey guys I just won a free boat! I just have to go pick up at the police station!

Personally, I think it is a great idea. I don't think animal rights has to come into play. I think they are rodents- nusances that need to be killed. Do homeless people now have to take them to the doc and "put them to sleep?" It defeats the entire purpose. Besides, this gives homeless people the chance to get back on their feet a little. It's also a way for the government to fund the economy - and boosting some retailers. It's a win/win situation, but the more liberal people in the world are worrying over how the rats will feel pain when they are getting their heads bashed in.
