I have never seen mine do that. As you noted, they do like to spend most of their time in rock work searching for 'pods'.

yes scooter blennies burrow under the sand. Mine spent a lot of his time on the rock along with on the sand. I never saw him go into the sand, but in the morning when i turned the lights on, i saw him come out of the sand a couple times.

my scooter blenny died after 1 night in my tank. Dunno what happened to it, but it was the only fish thats ever died IN my tank. [not including the one that jumped out! lol] i think their a waste of $ because i really don't know anyone whos had them for a long time

Most people have problems with them because of their feeding habits. They are similar to mandarins in that they usually won't (some will, but most won't) eat prepared foods. They spend their day looking for copepods. If the tank is not 'aged' enough and/or you do not have a refugium and/or you are not
going to keep purchasing live pods to feed, many will simply starve.

I have had mine for about a yr. And no, they do not hide in the sand (though many sleep buried) or rockwork. You should be able to see yours gliding about your rocks looking for food. If not, I would assume he didn't make the transition to your tank for some reason.
